How to deal with the dull routine days

i have been worked in a H.k plant as QA vic-quality executive for a year before i became a component engineer.
The discipline and atmosphere of our company is very bad. especially to our NPI, most of time we are very leisure so we have a plenty of times to do invidual things ,such as reading fiction, listening music,chatting or just having nothing to do at all. Nobody would care but the boss who patrolling and spotted sometimes. nobody would put one eye on these statues ,even our department executive and manager.certainly,
