Normally you have to identify what kind of Reworking occurs.

First, if it proves the reworking caused by designing, then you should check back to DFMEA, and check all the concequent documentation as well.

Secondly, if it proves the reworking caused by your process, you have to check back to PFMEA and process flow chart and control plan etc.

If it is nothing to do with your design&process, then it is not necessary to check back to FMEA.

Anyway, it should be case by case.
