业务流程再造 (BPR)的理论研究己近十年,但仍没有形成规范化的方法体系,但是
BPR作为一种重要的企业改进方式,业己成为企业进行信息化、组织变革等的必由之路。
现代企业面对着越来越大的生存压力,业务流程再造己经成为迅速提高企业核心竞争力的
重要途径。当前该领域存在两个问题:大量BPR实施应用中的专家经验难于积累和重用;
BPR是个知识密集型的活动,单凭专家的主观决策难以取得好的决策结果,而目前缺乏很
好的智能决策支持工具。
瓶颈管理 (TOC)在很多领域得到了广泛的应用并取得了良好效果,分布于制造业、
服务业、软件业等。 TOC无论是从应用,还是从决策支持的角度都具有很强的优势。本
文在深入分析业务流程与瓶颈管理的基础上,认为TOC的引入对于BPR的成功实施来说
无疑具有重大意义,继而提出了基于瓶颈管理的业务流程再造方法。
本文主要研究了以下几个部分的内容:首先,阐述了两种理论的内在联系及应用基础;

years, but still has not formed the standardized method system. As an important approach of
enterprise improvement, BPR has become the basis of enterprise informationization,
organization change, etc. Which has been considered a way to improve core capability of
competition for many corporations recently. Currently there exist two problems in BPR area:
mass expert experiences in BPR practices are difficult to be accumulated and reused. As BPR is
a knowledge-intensive activity, good results are difficult to be obtained only by human experts'
subjective decision-making, but efficient decision-making support tools are lack at the moment.
The theory of Constraint (TOC) is widely used in a lot of fields and making the good result,
such as manufacturing industry, service trade, software industry, etc. TOC do well in application
and decision-making support. This paper analyzed the relations between business and TOC in
depth, and then proposed the process model of BPR based on TOC.
There are several parts under the main research of this text: First of all, has explained inner
link of two kinds of theories and application foundation; Moreover, has put forward the process
model of BPR based on TOC; Finally, the method is applied to reengineer the supply chain
process of M Company. This paper will innovate in putting forward the concept of constraint,
process and constraint process; in putting forward discernment method of constraint process on
the basis of TOC; in the method of process optimizing based on TOC
