c=0 is refering to samples you took in your inspeciton operation. c=0 sampling plan is easy to mislead those people who do not have sense with sampling plan that the lot they check is defect free.
per my experience. i prefer to tell the ones who are doing sampling inspection what is the possible（worst case) true defect level even this lot passes the c=0 samping check
