According to the advertisement, your position requires top university, bachelor or above in computer science or equivalent field and proficient in Windows Vista and LINUX system. I feel that I am competent to meet the requirements. I will be graduating from Graduate school of ShenYang university of computer engineering this year with a M.S. degree. My studies have included courses in computer control and management and I designed a control simulation system developed with Microsoft Visual InterDev and SQL server.
Throughout my education, I have gasped the principals of my major and skills of practice. Not only have I passed CET-6, but more important I can communicated with the native speaker freely in English. My ability to write and speak English are good enough for work.

This letter is not bad, but we must remember the purpose of sending out a resume is to win an interview. Since the employer may receive hundreds if not thousands resumes for the opening, being able to attract an employer's attention to read your letter is the key to success. Hence, make your resume short and exciting. The following is what I would do as a minimum.
Dear Sir/Madam:
This is in response to your advertised position of a Network Maintenance Engineer in 51Job Daily, April 10, 2012. I meet all your stated requirements.
I will receive my MS degree from the prestigious Graduate School of ShenYang Uuniversity of Computer Engineering (SYUCE) this fall. While at SYUCE, out of many accomplishments, I have designed a control simulation system using Microsoft Visual InterDev and SQL server that has won high praises from my fellow student colleagues and faculty members.
Regarding my English skills, I have passed the rigorous CET-6 test. I have no problem to communicate verbally with native English speaking people, and I believe my writing skills are much better than those of an average CET-6.
