This senior position is responsible for all management and implementation of operations (especially in project delivery and excellence) in the Procurement Division.

It requires a strategic mindset, strong managerial skills (in projects and people) and in-depth involvement in operational details.

The role’s key elements are:

Accountable for all Procurement solutions & deliverables

o Procurement & Supply

o All active projects and also for BD/enquiry deliverables

o All client outcomes

Operational excellence

o Accountability (internal work quality, timeline/man-hour spend, deliverables client readiness, etc.)

Operation efficiency

o Procurement resource allocation (under Operations)

o Procurement resources coordination (between functions under Procurement)

o Cost of execution

Team management

o Motivation

o Resources sharing with other leaders, PMs, Directors, HR

Continuous improvement

o In the Procurement Division (overall, methodologies, work-practices, standards, timelines, etc.)

o In the projects (PM, controls, outcomes, timelines, etc.)

o In the procurement team and individuals

This role does not directly include: P&L, BD/Sales, Finance, HR, etc.

However, active support and enablement towards BU profitability is necessary.

Detailed Responsibilities

(include but not limited to)

Manage all global procurement projects
Develop, execute and improve on new project methodology (processes and procedures)
Evaluation of existing processes, procedures and tools to identify any gaps or areas for improvement
Participate in all project planning with Project Managers (PMs)
Manage all resource planning and ensure optimization in resources allocation
Operations control to ensure deliverables quality and timelines
Manage all implementation in details and ensure client readiness as per Axis’ standard
Manage and improve operational excellence and best practice
Manage both procurement commercial and technical activities and ensure quality outcome
Manage risks through entire project process, solving unexpected problems as needed
Be responsible for implementation efficiency and capacity utilisation
Be responsible for client satisfaction
Be responsible for internal/external update/report to Axis management (CEO, MD: China&Asia, Director: Procurement), Parent company Imperial and clients
Manage supplier relationships (especially SRM with strategic suppliers)
Motivating, challenging and developing a team of professionals by setting meaningful goals and guide on details tasks/deliverables
Maintaining and cultivating a positive ‘Can Do’ attitude, strong customer service orientation and a commercial mindset for the trading opportunities
